Crawley sits in West Sussex, well outside the Greater London boundary, and Transport for London states that the Ultra Low Emission Zone operates only across the London boroughs and the City of London, with the M25 itself not in the zone. So the ULEZ and the London Lorry Control Scheme that shape our South London work do not apply here. What shapes a Crawley clearance instead is the local road programme and a recycling centre that will not take a working vehicle.
That recycling centre is the practical point to act on. Crawley Recycling Centre on Metcalf Way, RH11 7XN, refuses vehicles over 3.5 tonnes gross weight or over 2.2 metres high, along with Luton vans, tippers, flatbeds, drop-sides, horseboxes and twin-axle trailers, and it requires a booked slot. There is no version of a builders clearance that can be routed through it, which is why waste from a Crawley build has to go with a registered carrier under a transfer note.
On the roads, M23 junction 10 is the main motorway access, and when the northbound M23 between junctions 10 and 9 is closed traffic is signed off at junction 10 onto the A2011 and the A264. The A2011 Crawley Avenue is the town’s dual-carriageway ring route from that junction, and West Sussex County Council has consulted on remodelling the Hazelwick and Tushmore junctions on it, including signalising Hazelwick as part of the Forge Wood development, while warning that construction depends on grant and developer funding. Crawley Borough Council appointed Landbuild Ltd in January 2026 to deliver phase one of the Station Gateway regeneration scheme, a roughly 24-month programme transforming the Martlets, Haslett Avenue West and Friary Way and rebuilding the bus station, and that phase means lane closures at various stages and occasional full road closures on Station Way, the Friary Way junction, the Martlets and Haslett Avenue West over roughly five months from 2026. Crawley also has nine resident permit parking zones, A at West Green, B and J at Northgate, C, F and F2 at Three Bridges, D and E at Southgate and G at Pound Hill, most of them permit holders only from Monday to Saturday between 9am and 5pm. Ground conditions are the other constant: the Gatwick sub-region flood risk assessment records impermeable Weald Clay bedrock beneath Quaternary clay, silt, sand and gravel, so clearance spoil here is usually wet, heavy cohesive clay that will not soak away and has little value as granular fill.

Phase one of the scheme runs for roughly 24 months and brings lane closures at various stages, plus occasional full road closures on Station Way, the Friary Way junction, the Martlets and Haslett Avenue West over about five months. It leaves as muck away under a waste transfer note. The Low Weald ground around the town is impermeable Weald Clay beneath Quaternary clay, silt, sand and gravel, so the spoil is usually wet and heavy and has little value as granular fill. If the plot then needs a working surface, the same vehicle can deliver MOT Type 1 or crushed concrete on a later visit.
